The Information Network Village("Invil") Program, carried out by the Ministry of General Administration & Home Affairs, aims to enable local villages to sell their indigenous products over the Internet and to access rich information in various fields including education, medical services, the economy, administration, living, and culture. It empowers rural village residents to enjoy IT benefits in a daily life. The program will greatly contribute to bridging digital divide between rural and urban villages and accelerating local economic activities. Considering the potentials of the program as the community network, Invil can be regarded as new effort and experiment to localize the national-driven informatization projects into the local areas. In this regard, the study is to raise and explore the possible evaluation methods of Invil program. In specific, the major concern is to discuss what and how to evaluate the first phase of the Invil program. Goal-oriented approach is introduced to evaluate the initial phase of this Invil program. Enhancement of local community, bridging digital divide, and local competitiveness are categorized as the major goals. And also respectively the specific items and indicators are discussed.
