Administrative theory today has almost focused on the explanation of administrative phenomena. But these theories that have became cumulatively inadequate for understanding administrative phenomena and solving complex problems. Therefor a new theoretical perspective is needed to cope with future uncertainty and diversity.
The purpose of this study is to point out the inadequacies in the two intellectual traditions, namely the functionalism and interpretive epistemology in the public administration and to suggest a different theoretical direction that focuses on the dialectical process of reconstructing an administrative theory.
Dialectical thinking comprehends reality as a whole and focuses on the process of forming the whole in such a way that the whole relates to its parts and the parts to the whole. There is a dialectical relationship between contradictions within the tolality create conflicts. As a conflict begins to resolve, the nature of totality emerges in a new form.
Administrative situations involve various paradox and oppositions. Paradox(conflicts) and oppositions are everywhere administration, and they are inevitable. Focuse of this study that the dialectical resolution is to find a creative synthesis by understanding paradox in administrative situations. In the study confirmed dialectical thinking of the paradox from the idea of 'Middle Path' and 'yin and yang'
