Effect of CM is relatively important on the preconstruction phase rather than any other phase. So to success in the project that a participation of CM on the preconstruction phase is necessary. Now, although the public owners evaluate Technical Proposals when they select CMr for construction project, the evaluation criterion is similar according to CM-related Regulations. Therefore in the existing process of a CMr, evaluation and distribution standards on the preconstruction phase is insufficient and unclear. So it is very difficult that the best CMr is selected in the preconstruction phase by owners. In this study, the evaluation criterion of CM Technical Proposal on the preconstruction phase is suggested to analyze the already completed case of CM project on preconstruction phase and the CM -related literature. To solve these problems, this study propose some ideas for efficient CM Technical Proposals evaluation on the preconstruction phase. The major results of this study are summarized as follow:
1) This study proposed task-evaluation items on the preconstruction phase. So task-evaluation items and related rules should be retouched for efficient evaluation.
2) Criterion items of technical proposal to select CM company set down matrix by classification items, so propose way to modify criterion correspondence with owner situation and project situation.
