This paper is concerned with a method of optimal sub-bands decision based on fuzzy inference. It concentrated on the design of fuzzy inference algorithm as well as the discrete cosine transform(DCT) and human visual system. Firstly, feature parameters are extracted by using characteristics of the coefficients matrix of DCT. Secondly, fuzzy if - then rule which can be able to adapt the wide variety of environments is developed. The performance of proposed approach is evaluated for imperceptibility and correctness of watermark. The evaluations show that the proposed method is also useful to the destruction attack as well as the synchronization attacks.
