This paper aims to discover Kungye's foreign policy and , in particular, in comparison with those of Kyeonhwon and Wangkon who were Kungye's competitors in the Later Three Kingdoms age.
Kungye's foreign policy for Silla kingdom is represented into 'anti-Silla foreign policy.' Kungye's regime had always been confronted with Silla kingdom and wars had occurred ceaselessly. Any friendly foreign relation such as an exchange of letters had not been expected between the two. Kungye's foreign policy for Later Baikje is represented into 'conquest policy.' The two kingdoms had not been free from wars, and any formal foreign relation had never been built. There were, moreover, few documents on which Kungye's regime had got any foreign relations with Chinese kingdoms such as Tang, Houliang, WuYueh, Kitan and so on. It means that few foreign interchanges with them had ever been established.
In conclusion, it can be said that Kungye's foreign policy was passive. It tells Kungye from his competitors, Kyonhwon and Wangkon who were very active in the foreign relations and got great results. With reference to the Southeast Asia circumstances at that time, Kungye'sforeign policy must be very extraordinary. The fact that Kungye was passive in contrast to Kyonhwon and Wangkon results from his royal-breeding. Kyonhwon and Wangkon who came of Local Gentry tried to develop some friendly foreign relations with Chinese and Silla positively in oder to get credit for their authority, while Kungye who came of a royal family didn't feel such need at all, due to a pride of the Prince Royal.
