This paper intends to analyze the impacts of the recent politico? economical changes(democratization, liberalization, globalization and the aftermath of the Asian financial crisis) on the Korean middle class through a geographical analysis of Seoulite apartment complexes(ap?at?u tanji), which is now the dominant housing culture in the city. It is based on a systematic comparison of the transformations occurred in seven Seoulite apartment complexes between the mid?1990s(Gelzeau 2004) and the mid?2000.
The paper first analyses the changes of the housing policy and the housing production system, which shows very cleary a radical shift towards deregulations since the end of the 1990s. A number of social housing policies dedicated towards the lower income brackets have been launched since the end of the 1990s, and special frameworks to ease the financial burden of housing for lower/middle class have been implemented after the financial crisis. However, the housing situation(especially in Seoul) shows rising inequities connected to the fact that the housing policies have from a long time been mainly oriented towards the middle and upper middle class. Not only the lower income class have been excluded from the development of this new apartment culture, it also seems that the housing situation is a good example showing that the so?called filtering process(the idea that the benefits of develomment will diffuse in the society from above to its lower parts) has partly failed.
The paper then analyses the transformation of housing environment at the city scale. It seems that the deregulation of the housing market tended to increase socio?spatial segregation in the city, with the concentration of housing redevelopment projects on highly profitable areas(Kangnam) and the emergence of new form of luxury condominium apartments(such as the Acroville complex). This part also shows that the apartment complexes built since the mid?1990s are faced with more and more maintenance problems and the constant obligation to reduce management fees, on the demand of the inhabitants; although there is no such signs of worsening social and daily life conditions in Seoulite apartments similar to the one that destroyed the image of the French apartment complexes after the 1974 crisis, this situation reflects the worsening living situation of the majority of the middle classes.
