The parking demand of multi-family housing sites has been increased significantly so that national government has changed the regulation of parking supply for increasing parking spaces in multi-family housing sites. However, the new regulation of parking supply has problems that it has applied to only new multi-family housing sites and disregarded the locational distinctions around the sites. Furthermore, it has reduced the open spaces as well as the quality of life in the sites. This research aims to investigate the current parking supply system and demand management of Korea, Japan, Hong Kong, and Singapore. This research found out that Asian countries have developed diverse parking demand management strategies and reduced parking congestion in multi-family housing sites. However, Korea has failed to reduce parking congestion ever though she has kept increasing the rate of parking supply. In order to relieve the degree of parking congestion in multi-family housing sites, it is strongly necessary that the rate of parking supply should be flexible to the locational distinctions of multi-family housing sites considering population density, the accessibility to public transit, and the land use of neighborhood. Private and public parking lots around multi-family housing estates should be developed for the parking of multi-family housing residents so that government should provide several incentives to private sectors for the benefits of participating parking business. It is also necessary to charge parking fees to the owner of automobiles parking in the multi-family housing sites and to convert some of open spaces to parking spaces by reforming the regulation of open space law in the sites.
