The problems of simultaneous allocation for public service facilities have been a geographical concern in new town planning to which critical decision factors should be applied. In terms of convenience. equity. efficiency, and social welfare or preference. many of literature concerning the location-allocation problems have dealt with mathematical allocation models.
In order to identify more efficient alternatives on planes or networks. they suggested various objectives and constraints taking advantage of linear integer programming. However, those objectives and constraints can not easily combined each other. provided they deal with different types of public facilities to allocate them simultaneously.
Therefore. this study aims at establishing some modified covering models to obtain the optimal solution for the best simultaneous allocation alternatives of public service facilities. We also suggest some simple models which can solve multiple facility allocation problem especially for emergency service facilities(fire stations) by an application to a local city(Chinju).
As a result, two best alternatives were selected for two fire stations by the Maximal Covering Model and the Weighted Benefit Maximal Covering Model : Each has a set of optimum sites : Sabong(East) and Chinju(North) ; Giphyeon(North) and Gaho(South).
At an evaluation stage of the models and best solutions(alternatives), we pointed out the spatial(slanted) concentration, equable distribution of new fire stations and the problem of overloaded fire services in various ways, given that when these facilities are located on the chosen sites(zones).
These model, therefore, will be an eligible reference for simultaneous allocation of public facilities especially for emergency service in town planning by suggesting a lot of effective facility alternative to be located in the study areas.
