The objective of this paper is to identify the horizontal relationship from the planning system organized under the vertical hierarchy of law system which is followed by spatial hierarchy as nation-region-urban areas and rural areas-districts-facilities. And if there is any alienments in their relationships, this paper intends to grope the legal improvements about their faults.
Thus, this research has done ; 1) to analyze piece by piece the planning-related laws which are individually coped with the policy issue, 2) to organize network interrelated between goals of policy & the subordinated objects and the actual elements of spatial plannings, 3) to illuminate the alienments, of relationship between law system and planning system, resulted from coping the actual elements with law system.
Eventually, while the relationship between goals of policy & the subordinated objects and the actual elements is complex, the relationship between the actual elements and the tool system by law system is merely subordinate.
Therefore, it is required some supplements on legal institution, whose relationship could construct the interrelation between the planning law systems, so as to make up for the conflicts and the defects of those.
