The purpose of this study is to demonstrate a policy-oriented and region-wide systems analysis concerned with population decentralization from Seoul. The planned population of Seoul is tentatively set as 9.6 million by 1991, but the current population in Seoul has reached almost 9 million. To cope with such difficulty, policies and strategies for growth management should be dependent primarily upon decentralizing industries from Seoul to its outlying Kyonggi Province. In this endeavor, it seems useful to probe more deeply into the impact of employment dispersal on population decentralization.
The following methods are meticulously introduced in sequence:
1) For a start, employment in Seoul are classified into so-called basic/non-basic functions, according to their potentials as well as. other economic impact criteria;
2) Four alternative reception areas surrounding Seoul are designed to relocate employment, in the light of their existing and future land use patterns and population absorptive capacity;
3) A model of the Lowry-derivatives such as TOMM is applied in order to simulate the consequence of employment dispersal and ensuing population decentralization;
4) Each alternative under consideration is evaluated and assessed by measuring the net decentralized population.
In short, the major findings show that the best alternative is to develop the southeastern sector of the Seoul Metropolitan Area. Even though there will be a natural tendency of deconcentration, prior to decentralization, the study can shed some light on the planned change of the Seoul Metropolitan Area.
