Much public attention has been focused recently on the formation of innovative clusters. In order to improve the performance of innovative clusters, we need to make an in-depth analysis for cluster location factors of venture firms. The objective of this study, therefore, is to systematically analyze cluster location factors of venture firms and to capture the relationship between cluster location factors of venture firms and the performance of technology innovation. The procedure of this research is to make an extensive questionnaire survey based on the theoretical framework to the firms in the major venture clusters, and then to explore some policy implications. The results of the analysis are as follows: (ⅰ) urban service factor, industrial cooperation factor, governmental support factor, and innovative environment factor have been turned out to be major cluster location factors of venture firms; (ⅱ) these cluster location factors of venture firms have shown positive significant relationships with technology innovation variables such as process capability and product capability; (ⅲ) specialization and differentiation strategies are required for the processes of cluster formation, and (ⅳ) specific policies for the activation of the cluster location factors are demanded in the successful formation of venture clusters.
