This study attempts to present a model framework for the diffusion and adoption of information and communication technologies(ICT) in regions which is based on the Mansfield diffusion model. In this model the parameters are estimated from the unique time-series data regarding the regional patterns of cellular phone adoption which can be used as a proxy variable to understand the diffusion and adoption of ICT across regions. Networking and openness are of growing importance for adoption and diffusion of ICT which means the more advanced the ICT infrastructure, the higher the adoption rate of ICT. This study premises that the adoption of ICT is considered as a core element in a regional economic growth. This study specifies that ICT infrastructure plays an important role in facilitating the adoption of ICT innovation that indicates that local authorities need to develop a network environment receptive to ICT to make effective use of the subsequent opportunities offered. Subsequently, the adoption of the ICT makes it possible to reduce the cost of production through productivity growth, but it is not presented in this paper.
