This study focused on the probability modeling of the land use change for a sustainable city and the development of a sustainable city by assessing the sensitivity of the forest environment. The environmentally sensitive areas were systematically estimated using the landscape ecological index and NDVI. This study examined the pattern of city growth and the structural change of the landscape ecology by combining recent remote sensing and GIS techniques. The summary of key findings is as follows: First, to assess the forest environment, a structurally fragmented area was assessed using landscape ecological indexes that estimated the landscape structure principles. NDVI was used for the analysis of the biodiversity and determination of preservation value. The analysis result showed that the area of the forest in Chon-Aan City is expected to decrease continuously, that the connectivity of the forest patches would be weakened, and that formality and complexity would increase. These results suggested that the forest as a natural resource has been seriously damaged after creating the urban-rural consolidated city for the past 3 years since 1996. The deterioration of plant vitality as well as the quantitative decrease caused the increase of pressure from the environment. Second, to explore the effects on the probability of being remained as a forest, the landscape ecological index and NDVI were analyzed. The forest environmental sensitivity index was calculated using the result. The ranked forest environmental sensitivity index was used to analyze the environmental sensitivity of the forest for each region. Out of 30 variables in landscape ecological index and NDVI, five variables excluding variables in correlations and multi-collinearity were used as independent variables, and the probability of remaining as a forest was used as dependent variables in conducting a multi-regression analysis. After setting weights of the five indices using a standardized regression co-efficient, sensitivity index was calculated and ranked into five levels. Based on these results, the mechanism of land use change in each region would be understood and the land use management policy would be developed in each region. If environmentally sensitive forest areas are selected, it would be useful for regional management and decision making.
