In Korea, most of regional or metropolitan public service facilities whose geographical effects spread over two or more local governmental units have been managed and operated solely on the basis of individual jurisdiction. As a result. economic inefficiency and local disparity in terms of public service provision has been inevitable especially within the metropolitan area covering both city and county proper.
This paper focuses on intergovernmental coordination and cooperation issues in relation with management and operation of metropolitan public service facilities within Cheongju Metropolitan Area(CMA) which includes both mother city Cheongju and her neighboring rural county Cheongwon. Its theoretical evaluation criteria are founded on economies of scale, externalities (spillovers), and equity.
From the present management and operation systems of eight metropolitan public service facilities within CMA, this paper finds that benefits originating from these facilities have encompassed within CMA, but service provision systems have been handled only by the jurisdictional standard and there has existed no proper coordination mechanism between Cheongju and Cheongwon. Specially, in view of efficiency and equity, major issues can be summarized as follows. Firstly, as CMA can obtain economies of scale from unified management and operation of these facilities, for example, future investment plan of public service facilities has to cover total demand of the whole CMA, not confined to each jurisdiction. Secondly, as externalities cannot be properly internalized or controlled under the current situation, CMA has to devise policy alternative(s) on the basis of a unified system of metropolitan public service facilities. Thirdly, as there exist structural problems which might aggravate local disparity mainly because of difference in term of financial ability and geographical characteristics between two units, intergovernmental coordination and cooperation seems inevitable, which might expedite a unified operation system for metropolitan public service facilities.
Therefore, this paper suggests that new standards for the provision of metropolitan public service facilities have to be established: the existing standards mainly depended on who-owns-physical-facilities have to be replaced by the new norms of who-uses-these-facilities and how-far-their-geographical-impact-spreads. Also, this paper proposes practical policy options. In order to facilitate management and operation of metropolitan public service facilities, the four-tier system of central-provincial-metropolitan-local units may be more suitable. Furthermore, to implement intergovernmental coordination and cooperation on the regional basis, the role of the provincial government has to be strengthened.
