Recently, as personal income goes up, the number of urban households with an automobile has been increasing rapidly, and, due to severe shortage of parking spaces, they have been forced to park illegally. In this study, the author analyzes the problem of on-street parking to make a number of policy suggestions.
Some of the findings are:
1) On the contrary to the expressed inconveniences caused by on-street parking, most of the survey-area residents wanted to continue to park on-street.
2) It has been shown that the number of illegally parked cars on-street for overnight in residential areas has been increasing as the number of vehicles has increased.
3) More than fifty percent of the vehicles illegally parked on-street for overnight are owned by area residents, and this fact suggests that few households have their own garage for overnight parking.
In order to curb increasing number of on-street parking and to handle future parking demand, it is necessary to implement the proposed Parking Garage Certificate program as soon as possible. In this case, on-street parking will be allowed only for visitors and those conducting business.
However, since the Parking Garage Certificate program alone won't be able to handle all the future parking demands, an alternative to secure enough number of parking facilities must be carefully examined. Finally, an alternative to curb the owenership and use of privately owned automobiles and an alternative lifestyle centered on mass transit instead of privately owned automobiles must be pursued.
