This study analyzes where information processing industry(IPI) locates, and how spatial policy affects the location of IPI. Then, this study provides some proper spatial policies for the possibility of locational clustering of IPI in the Seoul, Korea. In this study, IPI indicates surveying and information-related services in the 3 digit Korean Standard Industrial Classification(KSIC 843). IPI is relatively higher value added industry and makes a substantial effect on the employment creation. Furthermore, the industry tends to contribute on the efficiency of related organizations and firms. IPI largely is space saving small business and increasing the share of self-empolyment and temporary employment. Thus, IPI is by nature urban-core oriented as well as flexible to space. IPI grew more rapidly than other industry, by around 7 times. More than 80 percent of IPI was concentrated in Seoul in 1991 and the 90 percent of that industry was concentrated and specialized in the 7 districts within the Seoul. The specialized areas for IPI in the Seoul seem to be geographically identified with the three urban cores such as the old CBD, Gangnam, Yeoudo. Although IPI tends to agglomerate in the urban core areas in terms of both supply and demand, the spatial policy of Seoul does not allow this kind of locational trend, and sometimes goes to the opposed direction. Thus, spatial policy should be reconsidered for the development of IPI along with that of high-tech information business zone.
