Abstract
The residential regulations have been modified as the policy purpose changed from the residential supply into the urban environmental improvement in respect of the existing management.
As the rate of residential supply reached to more than 100% in 2002 and the purpose of the residential policy was modified from the urban development into the urban management, the government has repressed the method such as the high-dense‘reconstruction' and encouraged the 'remodeling' method which can reuse the existing housing. This study targets to review which can be selected, reconstruction or remodeling method, in the improvement of old apartment housings. The government encouraged reconstruction method before the regulations reform. Though the government did not intend to restrain reconstruction after that the extent of target properties was limited by the restraint of the high-dense development. So as an alternative method remodeling was proposed and has been in a force. Yet the regulation of remodeling method was not defined concretely and as recently related regulations were unified, the extent of reconstruction was more limited and in remodeling method, the extent of extension development is also limited. That is the extent of these two methods is actually decreased. The problem is not in the decrease of target extent but is to generate that developments themselves can't work. Therefore, this study tries to research the effect of regulations reform in the cases of these developments.
