Natural disaster, including the Yellow River (黃河) inundation, was very serious in the former Han times. Confucianism and Legalism, which both were most important political thoughts in the Han times, had thoroughly opposite views about natural disaster and 'Famine-Relief Policy'. This could be proved clearly through the investigation of Discourses on Salt and Iron(鹽鐵論).
The Legalist bureaucrats considered natural disaster simply as a lund of natural phenomenon. They also insisted that the state did not have to do relief activities for the sufferers and the poor. The reason was that they wanted to control the efficient steps for riches and respectabilities. That is to say, such ways could be offered only for the patriots by the system of penalties and reward. This kind of strategy, which emerged from the warrior-state period, could contribute to realize the national ideology of strong army and wealthy nation.
The Confucian took a totally opposite stance to legalists.Regarding natural disaster as God's punishment to immoral politics, they put special emphasis on relief activities for the sufferers and the poor as one of the most important tasks of the state. They described the emperor as a human being who had total responsibility for reserving harmonious natural order. As nature is a basic living field for common people, preservation of natural order is also ultimately the efficient method for realizing 'For-the-People' political ideology(民本主義).
The confucian considered the repeated serious catastrophes as the inevitable for the rulers of the Han Empire. So it can be said that disaster and the discourses on the Famine-Relief Policy was an important moment of Confucian transformation ill the Han times.
