This study was to contribute to activation of local venture business and switch-over of our economy to knowledge-based economy. In every step from creation of venture business to growth, business which takes charge of base for establishment of each business should be organized and connected each other.
As various programs that provide resources needed for research, development, marketing, business inauguration support and growth were independently performed, it has been difficult to obtain synergy effect from them. Each program should be connected centering on venture business to maximize the effect of support.
For activation of local venture business, a political focus should be given on improvement of economic condition and system through which innovative capacity from different areas is able to converge within the community, rather than on a direct support from the government.
