Even if fishing sites in rural areas are busy with many visitors, they are little serving as an income source for the areas, because they have not been developed to the optimal phase. Developing fishing sites as a tourism project will be a lucrative local business with the era of the local autonomy. This paper emphasizes three points for the optimal development of the fishing sites in the rural areas.
First, we have to allocate the spaces and facilities of the fishing sites to fully accept the new trend that fishing is a family leisure. Second, we need to set specific management rules about the admission and user fees based on the sizes of the fishing sites and the kinds of facilities in the sites. Third, appropriate local laws and administrative regulations should be made to establish fishing sites as a good leisure places for family-unit clients. Especially, the areas with large inland water need to arrange local laws to promote the optimal development of fishing sites and to financially contribute the local economy.
