As a changing of construction environments and growing the need of efficient construction management, public authorities for public benefit need to have a point of view which avoids the existing project management system based on management of quantities and construction periods and adopts new project management system.
Therefore, this study investigated the expected problems that can take place when the public authorities try to adopt CM services as a new project management system. These problems are made into problem-modeling through evaluating the existing project management system and CM services. Finally this study suggested a reasonable and applicable project management system. In the results of this study, the new project management system and the improving way of CM services, are expected to give a new change for developing of model into the roles of public authorities.
