The purpose of the study is to explore the possibility of creating "pedestrian Mall"as the urban design method to recreate urban center functions and to recover the lost pedestrian spaces in a modern metro-urban center. The methodologies and contents of the study are described below. The mall concepts and pedestrian spaces in the case studies of U.S. Germany Japen through doduments and diagrams are investigated and analyzed and site selecting criteria for mall development are developed. After conduction the reconnaissance of existing potential districts in Seoul, In-Sa Dong district is selected for the case study. The principles of developing In-Sa Dong district as a podestrian mall is established as fallows; first, preserve the existing functions of traditional culture and art supplemented by developing other functions.; second, involvement by people, and for the planned performances.; third, provied an environment filled with activities, not passive recreations, give an opportunity to express the fundamontal pleasure of human beings. When the principles of a developing pedestrian mall is based on fulfillment of the basic requirements of human being in a addition to the commercial purpose, the possibility of the mall development in Seoul metro area is very high.
